Forum attachment quota full?

Got this message today while attempting to attach a snipped photo file. Is this quota set for each contributor (similar to the limit on private message storage) or for the forum? If the former, can the "quota" be reset, cleared, or otherwise returned to the status quo ante? If the latter?

Don't use attachments. Stick the photo on http://imgur.com and use the BBCode link IMGUR gives you on here.

For example
[img]http://i.imgur.com/9KBnmwe.jpg[/img] begats Image

I have used photobucket in the past and today used postimage.org which emphasizes posting over hosting and free over subscription to upload an Ipad foto of the Identical material which I had snipped on a PC and failed to attach.

I have never before had difficulty using the attachment/browse/add file/place in line process for any original foto or text snipped as jpeg. I will assume that you cannot or do not wish to answer my question but do wish to provide a solution to the problem. Very commendable.
