This time was set at an open regional championship. This time is valid. I was there, and I rowed against him. The Danish C2 distributor was there too and was responsible for recording time. But the times they recorded were only used in the results from the event. They were not put into the rankings...

there are some people who have legitimately done 3 million meters for one of the monthly challlenges more than once - it takes about ten hours a day and is achievable but IMO to do that for a whole year is very hard to imagine.
