If i leave my computer on and my PM3 is connected - the PM3 stays on.
Is it running off USB power or battery power?

USB power.

I don't have any batteries in my PM3 and it stays on all the time unless I unplug the USB power supply.

On my PM4, if you get to the main menu (where the top item is Just Row), and hit the lower right button (I think it says Menu/Back on it) four times in a row, the monitor shuts off.

Does the same on a PM3, even if the USB is connected to a PC/Laptop.
