Missing or static rating and power during rest periods

On a PM5 with rev 20 firmware, over BLe, it appears that during interval workout rest periods the power value goes to zero and the rating is stuck at the last value from the previous working period. There may be other values that work differently, I haven't checked. This was brought to my attention by a PainSled user who "paddles" through the rest periods instead of stopping entirely. The requested behavior would be to report data the same during rest and working periods to support data collection for overachievers who don't actually rest. I'm sure I would have never discovered this on my own as I take advantage of ALL rest periods and throw in a few extras whenever I can
