Please define "rest" for me

I've found many helpful workout structures given here, and I'm eager to use them to advance my fitness. However, I'm unclear on the meaning of "rest" given in many pyramid/interval routines. Does "rest" mean "row easily between hard sprints", or does "rest" mean "stop rowing altogether"?
Clarification would be most helpful.

rest = handle down completly
active rest = row slowly

Really between intervals, rest doesn't mean rest --it means "recovery" which is something different altogether. One wants to rest before a competition and recovery from a workout.
People are sloppy with the language so "rest" between intervals can mean active recovery or passive recovery or either.
I think it is generally agreed that active recovery is preferable--or at least mostly active recovery. I usually start with active recovery and then stop with 30 -45 seconds before the next interval. After several intervals when I get tired I usually stop for 20-30 seconds after an interval then row easy until 30-40 seconds to go.
