Outdoor use

I live in the UK. Would I be able to keep the Erg outdoors and unprotected without causing it damage?

Doubt it. I don't think it would take to kindly to being rained or snowed on.

If outside really is your only option for exercise I would consider getting something like the TRX suspension trainer. Not as much cardio as an erg, but you can use it outside (and unhook it in 2 seconds and bring it in).
