An interesting challenge ...
As an initial matter, are you sure you don't have enough ceiling height? I just measured mine and it is precisely 7.0 feet (2134mm) tall, not including the thickness of the stand, and 7' 1.5" (2172mm) including the stand.
It would not be a trivial matter to cut down the arms while maintaining structural integrity. You could certainly cut the arms and mount the pulleys lower (taking care to orient them so the cords don't drag on the exit holes ... maybe you'd need to enlarge them).
But there's a solid cross-piece at the top that would not fit anymore because of the V orientation of the arms. So that would require cutting and welding or fabrication of a new piece. If you didn't care what it looked like you could probably fabricate a replacement from a plank of wood.
How low are your ceilings? 7 feet is pretty low, even below ground.
