Shortly after I started using my C2,I noticed that on the drive my patella would often quickly "jolt" into place, as compared to my right knee where everything in the knee would behave smoothly. There has never been any pain while rowing.
That said, this phenomenon started to subside all on its own, with the exception that it started happening *off* the C2 and when I'm walking, getting off the couch, or especially when straightening my leg in bed. Again, no pain, but i've never experienced anything like this before.
Patellar tracking issues, anyone?

I've never had that, but IIRC, someone has mentioned this before, and it's possibly a consequence of not fully straightening your leg, so rowing will exacerbate this.
As you're not putting strain on your legs like in squats or lunges, leg extensions with weight, or a band, may help.

If so there is a common causes and fixes section.
Suggest you find a sports medicine knee doctor (not a car accident one) and see that they say. If your knee goes bad things get ugly quickly. Doctor's opinion (and 2nd opinion) is money well spent.
(note there are also knee problems caused by doing too much, too fast so the knee can't adapt. Example "runners knee", google them and see if they match -- different cause and fix). Also arthritis, etc.). I'm not doctor, etc.
